You might have them put a small t-shirt on her so she can't scratch herself to death. I would definitely have them only let her outside when she has to go as obviously something in the air or ground is triggering her. Then would make sure they bathe her feet when she comes back in. Avon's Skin So Soft is supposed to be good for dry scratchy skin on dogs and might work if she is scratching on the belly.
