I'm glad you have such a sharp memory - and know to educate yourself to such depths - you can believe that many dog owners do not know this is important to attempt to do, nor do they really know where to begin, let alone achieve what you have outlined. And many people turn to overseas dogs when the 'domestic' breeders are rude, will not help them learn, do not try to teach them, help them find an appropriate dog for their lifestyles -- yep -- when you cannot find what you think you'd like locally, people look beyond their back yards - into Europe or somewhere - and yes, many of these are not educated in the extensive knowledge some breeders have - nor are they interested in attaining that - they just want a nice dog!
