Cindy, did the airlines actually tell you that the dog bag would be counted as your carry-on? I've always been told the opposite. Which airlines was it? Perhaps they have begun to change the rules. Also, is the Tutto carrier you have similar to the Sherpa on wheels? I took the Sherpa on wheels to one of the shows......loved it for the ease and sure helped my back, BUT, it would not go under the seat in front of me and that was first class! I think it was United. Seems that some of the older planes have more room under the seat in front....the newer ones sometimes have the equipment for the hooking up laptops lodged under there, thus making a much tighter fit.
What size is your Tutto? Is it soft, or does it "give" on top?
