I tend to agree with you.  In another life it was my job to evaluate
training through examination of documents.  I usually asked for certified
true copies or originals.  I always checked up on the documentation
submitted. Oddly enough the only problems I had were with documents that
looked like originals, not with the certified true copies.

forms from the clinic at the williamsburg show were not multi-part forms.
