"Each person who breeds, keeps, transfers ownership or possession of, or
deals in dogs that are registered or to be registered with The American
Kennel Club, whether he acts as principal or agent or sells on consignment,
must follow such practices as, consistent with the number of dogs involved,
will preclude any possibility of error in identification of any individual
dog or doubt as to the parentage of any particular dog or litter."

This means permanent identification. Although it doesn't specifically say
tattoo or microchip, that is the way the AKC reps interpret this section. If
you are a breeder you will get a warning from AKC if they do an inspection
and find that you haven't either tattooed or microchipped all your dogs.
With the microchip, you have to have a scanner on the premises.

I checked at the AKC website and it does say that it "recommends" tattoo or
microchip. However, that "recommends" actually doesn't leave the breeder a
choice of not permanently identifying all their dogs. They can only choose
the method.
