They wanted the four show colors to make the four show colors in the other King Charles Spaniel, the English Toy is what we call it in the US. That was the given reason. My take on the situation is that Chocolate gene causes liver nosed Blenheims and Rubies when carried as a double recessive at the black gene locus. Also, the Black & White and wholecolor Blacks will mess up the possibilities of getting Tri color. So there was a valid reason.
It was easy to breed out the Black & Whites and the Blacks because these are dominant gene traits. The Chocolate is a recessive and not the easy to totally discard. However, breeders were successful in greatly reducing the chances of getting one by breeding out the liver noses on Blenheims and Rubies. What they were actually doing was getting rid of the Chocolate gene in their lines when they thought they were just improving nose color. To breed Chocolates and not mess up your Blenheims or Rubies, Chocolate would have to be bred with dominant Tri's and neither could carry for red. The genotype would have to be bbEE and BBEE or BbEE. It isn't possible to have a large enough gene pool to breed without using Blenheim so it is best to just discard the color. Actually, the Chocolate Tans are the cutest, they look like little teddy bears.
