If thats what it takes Yes.  Though the preferable outcome to the above
situation would be to with hold the ribbon if no speciman competing within
the rules is of sufficient quality.  The only way you will ever maintain
integrity in any sport is so throw out cheaters.  There needs to be a no
tolerance policy where the rules are concerned.  If this were to happen on a
regular basis you can bet it would not be long before the degree of cheating
seriously declined and I for one am willing to accept that a few unworthy
dogs may win or a few better ones may lose for cheating in the short term to
insure the long term integrity of the sport.  After all with all the cheating
doesn't this happen now?  Sure it does. If the judge feels no Cavalier is
worthy after disqualifying the "better speciman" for cheating they can and
should withhold the ribbons.  Cheating should not be tolerated.  Period.  End
of story.  We need more judges with the courage to do what is right and
enforce the rules.  In many cases if the AKC were serious about enforcing the
rules all they would have to do is have someone walk around the grooming
tent.  In many cases the violations are often open and blatant.
