Dave,

The list doesn't automatically throw the messages(that are from non-
members). The messages are held and the list owners are notified.

Restricting to members-only is a burden for the list owners as they have
to carefully look at the messages held and take appropriate action,
instead of what they are doing now(deleting all).

Also, they may have to do it more frequently when any cross postings
happen.

So, the members of ckrm-tech list don't have to think twice about cross
posting to other lists.
