I see:
[EMAIL PROTECTED]:~$ apt-cache policy arj
arj:
  Installed: (none)
  Candidate: 3.10.20-1
  Version Table:
     3.10.20-1 0
        500 http://ftp.us.debian.org unstable/main Packages

[EMAIL PROTECTED]:~$ apt-cache policy unzoo
unzoo:
  Installed: (none)
  Candidate: 4.4-2
  Version Table:
     4.4-2 0
        500 http://ftp.us.debian.org unstable/main Packages

So they are both there in unstable. Since that is what I have to build
packages against, that is the poolset I have to work with. Since they
are just Suggests, though, feel free to ignore their absence in stable -
it won't do any real harm.
