I have to jump in here and concur that it's also broken on 2 of my systems, and they're both running the current CVS version:

I've been hunting around trying to discover what's up with the two machines after noticing qmaiil-scanner aborting on a few incoming mails. Steve's thread was the clue I needed and I have the same issue.
I can see that clamscan & clamdscan seem to scan in an infinite loop, certainly it's still scanning dodgy.eml after 40 minutes...
