Sean,It was a common problem on our campus as well with the same program.
 Seems for some reason installs of Symantec randomly go haywire and block
those ports.  A full removal of the program using the removal tool from
symantec was required to fix the problem.  However we have switched to
Endpoint and have had no problems since, so I am unsure if the removal tool
is still active.  You will need to locate it on their website.
