Is it true that NWAM phase 1 can be disabled?  My worry
is that this can be confusing because NWAM has already
changed a lot in the network set up procedures.  So it
can be quite confusing if NWAM can be disabled and some
how the old way to do network configuration is supported.

If it is just a static configuration, there can be only
one NCP and one Environment.  There is no automagic
switching.  This mode will support all the existing network
configuration.  Is this mode a problem?
