Pointers to the manpages should be mentioned in the fasttrack materials.

I'm worried about skew between the actual libdlpi library and the libdlpi
architecture document.  That is, we're now adding functions that are not
in the architecture document, and it's going to get worse in the future
as more functions are added.

I'd like to see the architecture document revised to describe all
functionality in the present tense (rather than the future), have the
legacy stuff (that described the old private libdlpi library) pulled out,
and updated to include these two functions.  Then we'll have a good
foundation to build on with future fasttracks, such as the upcoming
libdlpi DLPI notification work.
