The release for Project Clearwater sprint "Charizard" has been cut. The code 
for this release is tagged as release-96 in github.

This release includes the following bug fixes:


*         Sprout rejects calls with 503, reports that it is due to overload

*         nonce count of zero is not rejected with a 400 (bad request)
