Clementine uses an SQLite database for storing playlists: clementine.db in 
your Clementine config folder. You could write a script to alter it and 
insert all playlists but this would be very cumbersome.
What's actually missing is a drag&drop option for adding playlist files to 
the "Playlists" tab. Is there an issue on Github for it? I couldn't find 
one. Loading playlists is already implemented, so I don't think it would be 
too hard to add this feature.
