Thanks for the tips.
I did it before exactly what you said. In my case I use standalone VirtualBox 
and crate vhd for ubuntu and debain and make a http and upload this by template 
and when I try to crate my vm it alwasy said 
com.cloud.exception.InsufficientServerCapacityException
ServerApiException
But I stopp all my vm in my hypervisor and I have 12Ghz CPU and 6GB memory.
Do not know why ?

Hi Jewel,

XenServer doesn't support install PV Debian and Ubuntu from ISO.

So if you create VM from ISO and use Debian or Ubuntu guest OS type, it won't 
work.
You can use "Other Linux (32-bit)" guest OS type, but it results a HVM VM, 
which XenServer doesn't support officially.

I would recommend below way to create template for Debian or Ubuntu,

1. use a standalone XenServer( not part of CloudStack), install Debian or 
Ubuntu from network (http, ftp),
2. after installation, stop VM, find the VHD image file for the VM, and upload 
this file into CloudStack as Debian or Ubuntu template.
