The huge majority was by riding not by popular vote. Remember a good number the liberal seats in Ontario were won with less than 40% of the vote. As for the scandals, they were real. The Country Club incident happened. Just because Chretien claims to have 'forgotten' to sell his shares doesn't clear him of anything. Also what about the government create work projects where more money went to Chretien's riding than Ontaro or Alberta.
