Can you ping? Can you ping from a different machine. (assuming the host doesn't drop ICMP, or your not behind a router that drops ICMP packets, (OSI: Some say Layer 3, some say Layer 4.)
Or try to telnet port 80 on your machine, and someone elses. Isolate the variable, see what works, what doesn't. IF you can ditch your IP with either Shaw or Telus, try again to establish a connection. If you want to learn networking, read up on the OSI model. It will make much more sense, than poking around and guessing how this magic works.
