Hmmm, I have not really used any capture apps under Linux. I tend to use the vendor provided capture apps even if they run on windows. That seems to be the best combo.

In any event XawTV should be able to capture mpeg that you can convert later on with certain filters...

Check some projects out on freshmeat.net. Search under video4linux. You may find interesting thigs...
