kio_audiocd. you can access this directly in konqueror by opening up the
services sidebar (press F9 to show the sidebars if they aren't visible for
you) and clicking on the audiocd:/ icon. from there it's just drag and drop.
the services sidebar is the one with an icon like a pipe in 3.0 and a tap in
3.1 when using the default icon sets.
new in 3.1 is KAudioCreator which is a new front end to kio_audiocd. it's
designed to make the process more obvious and easier, more flexible (like the
file naming patterns), etc... it's a little rough around some of its edges,
but it works ok IME.
