both DHCP clients and servers are available for Linux, and pretty much all 
general purpose distributions (including Red Hat) ship with them. some 
distros even offer to set up internet connection sharing as an option in the 
installer.

 in any case, in Linux to share a connection you'll want to set up your DHCP 
daemon (which is pretty much as easy as installing it from rpm, defining one 
or two things in /etc/dhcpd.conf and starting it) and then set up ipchains or 
iptables (the Linux firewall software) to do NAT... RH offers a simple GUI 
tool for the latter (dunno about dhcpd though) ...
