lame encodes them there are many mp3 encoders, I find lame to be a good one. As for freedb. I don't think you'll be able to do this from wav files. the CDDB ID that is sent is calculated from many things on the disc, file sizes and the order of the files and stuff like that... I think you'll have to name them. I've never looked for a gui for lame, but perhaps there is one...
