Yes, that setting should be CPUs + 1. You can set it to 2 on a single processor machine and the compile time should be less.... although I'm not sure how a p166 with 64 Megs of RAM would handle that kind of stress :) Something like binutils would take quite a bit of memory to compile I think so setting it back to 1 might fix your problem.
