As it turns out there are a couple different ways to skin this cat...

(1) Make modifications to the /opt/kde3/bin/startkde script. (found this one 
in Google groups)
         variables to change:
        - GTK_THEME_RC
        - GTK2_THEME_RC
(2) Run the Gnome Control Center from within your KDE session.

I got gtk-theme-switch installed, it didn't seem to make any changes.
