you can't. you can adjust the Gtk+ theme for Gtk+/GNOME apps, the Mozilla 
theme for Mozilla, OOo doesn't theme fully yet (you can adjust the icons and 
colours though), Motif apps support limited theming (depending on which 
version of Motif, limited can mean "colours only" or "annoyingly difficult to 
find and set themes), Java apps use their own theming system, apps like XMMS 
use the widget set's theme for dialogs (Gtk+ in this case) but have their own 
skinning, i'm not sure what the options are for Tk apps ........ and on and 
on and on .... it's really a mess. which is why i just stick with apps that 
are written to one of the desktop projects: they are easier to make look 
uniform.
