Nope.  Actually, nothing does except Outlook.  The .pst file format is, of 
course, proprietary and so reverse engineering is not an option.  Otherwise, 
someone would definitely have done it by now.

However, there are a few tools that have been recommended on this list (search 
the archives) for migration away from Outlook, a couple of which I have used 
myself.  The main one is:

It's no longer maintained, but the last version is there and it's works fairly

You can have two partnerships:  one to sync with Outlook on Windows, and 
another to sync with Evolution using MultiSync 
(http://multisync.sourceforge.net) + SynCE under Linux (SynCE also has some 
rudimentary support for KDE apps, but it's not reliable yet).

But set your expectations now:  some e-mails/attachments may not export 
perfectly or at all during migration.  And synchronization using SynCE is not 
perfect either; it's getting better, but it's not reliable yet.  My advice is 
to pick one platform and stick with it.  Personally, I don't sync my Pocket 
PC at all anymore (I don't use Outlook or Evolution) and instead I just do 
weekly Full Backups using ActiveSync under Windows.

If you need your Pocket PC information to be reliable, sticking with Windows 
is your only bet (ActiveSync is hardly reliable, though, in my experience).
