why dont you download any IP phone software, create a IP telephony
server (there are some free servers available for download). Most IP
telephony servers also have IP2PSTN gateways. Configure it, and you
should be able to make calls using a headset on your laptop. Its an
interesting project. do keep the list updated on its progress.
