The processing requirements for 20 users on an 8-port home-style router with integrated firewall/nat would stretch any such little boadband appliance well beyond it's limits.
My suggestion would be to setup a dedicated IPCOP firewall IPCop machine with min 500MHZ CPU and min 256MB RAM to serve 20 concurrent internet sessions with room to spare. Use any number of switches to deliver ethernet from this machine to your 20 clients. Caution: just be aware that both Shaw and Telus serve up broadband service using 10/100 network hardware, so if 10 users werer to try and download big files at the same time, that will cause a bottleneck in throughput and major slow-downs for everyone. You _might_ get around that by hooking 2 or more broadband/firewall routers directly to the cable modem so each router would get a separate IP address, however, that would not get past the caution at the start of this section.
