Take a gander at the power supplies for the routers, if they are
switch-mode, 130V should be no problem.  If they are the old
linear-regulated style, that could easily be outside their operating
range.  The power supplies should say on them what input voltage range
they can tolerate.

I wouldn't say this is a likely suspect, however, since most
wall-warts nowadays seem to be switch-mode and can run from 90V-240V+
no problem.
