While AVI, and MPEG are not open like Theora or OGG, a lot of tools for working with them are, and are mature/proven. The FOSS tools for viewing flash/swf are coming along, but are not yet proven (disclaimer: it's been a while since I tried the free flash viewers - so feel free to prove me wrong).
I would like to see Theora get more support. If I knew my windows customers could view theora without any issues, I'd be using it solely.
