It's all about sharing. Generally you want to keep your share ratio above 0.8, meaning you upload 80% as much as you download. Any less than that and the tracker will begin to shun you. I personally keep mine above 1. That means allow a reasonable amount of upload bandwidth, and a reasonable amount of upload slots.
