Hi I have seen this behavior in kde 3.4.2 (Mandriva Linux release 2006.0 (Official) for i586) I know it is old, but i also see it in Mandriva 2007.1
So here are the beans: Kmix fails to find , pick up , a USB sound card, even when the USB device is left in the socket during boot. And even when the only sound device on the system (after disableling the built in card from the bios) was the usb. I had to killall kmix and kmix & to get it to see the usb sound device. Now the usb sound system does get activated in both systems, and potentially i can use the usb device, but i have to manually configure the application ... Needless to say, arts behaved in equally stubborn way regarding the usb sound device. Sound sysytem selection , and dynamic detection seems to be an issue to solve at some time ...
