arts should be avoided.  Most apps now support Alsa directly anyway.  I
thought that arts died years ago?  With ALSA a part of the stock 2.6
kernel there was no need for arts anymore.

Have you tried this device with Kubuntu live CD?  I have not honestly
touched Mandriva/Mandrake since the 90's, so it is safe to say that I am
a little out of touch.  I made the above suggestion since I have no
problems with my USB sound card and kmix under Kubuntu (Edgy or Feisty).

There have been a lot of changes under the hood in the last couple of
years with all the systems that could potentially be the root of your
problem.  UDEV should be driving the autoconfig scripts, though on an
older system it could be a hotplug daemon or something the distro custom
 built.

Out of curiosity, what kernel version is this (uname -a)?
