That may be the easiest thing to do, depending on how much you have
customized your system.

Did you follow the step:
"4.5.4. Upgrade apt and/or aptitude first"

And run: (depending on if you have aptitude installed or not
# apt-get install apt
or:
# aptitude install aptitude

This step is very important, as it upgrades libc6 for your system as
well as the package manager.  The old version of apt is not sufficient
to do the upgrade: "Several bug reports have shown that the versions
of the aptitude and apt packages in etch are often unable to handle
the upgrade to lenny."
