Depends on what you need...
- Price range
- Binary retention
- Text retention
- Speed / reliability
- SSL

I use Giganews and am quite impressed with everything except the price
(which I don't find unreasonable, but YMMV.)

Many Usenet providers try to undercut Giganews' price, and you can
sometimes find really good deals.

If it's free text groups you're after... there's always Google Groups (shudder.)
