Thanks Shawn and Kin for your advices. I didn't know Wikipedia has
such kind of topics. I found the pin-out there and tested the PS
accordingly. It is NG. So I.l go to Memory Express tomorrow to get a
new one, but i,ll take mine too, to recheck it. I am sure only an SCR
is burned out in it, but I don.t have a circuit diagram to fix it.
Btw. in the 20 pin plug, #14 has green wire and the #15 is ground
has a black one.

First - I mention pins 15 and 16 to be shorted - double/triple check
to make sure these pins match up with the pinouts (check the wire
colors). The pins will be numbered differently if you have a 20 pin
adapter versus a 24 pin adapter. (when I set up my project I *know*
it was pins 13/14...)
