Most should support that type of VPN. It is possible to go the do it yourself route as well. I actually like the Zerina OpenVPN plugin for IPCOP, we use it at work when the Sonicwall client (IPSec based) fails.
I guess the reason you are looking at L2TP is for native support on Windows? Otherwise OpenVPN is the way to go (even on Windows, the GUI client is decent enough).
