Untangled has a free conent filtering option as well as the paid version. 
There's also dans guardian, and I believe squid has a filtering addon though I 
cant remember the name of it off the top of my head. You can also use opendns 
for filtering.

I have a situation where I'll have to limit access to particular web 
sites/servics to specific times of the day (i.e. Facebook).  What are 
the current "better" tools for doing content filtering like this?

I'm using Untangle as my firewall, and it seems that it will cost 
$300ish bucks to get this type of filtering on there.  Being a Linux 
guy, I know I can do this for no cost, with a little effort on my part. 
  I'm willing to consider different firewall solutions if needed.
