Interesting problem ... multiple solutions.

I have a couple of teen-aged daughters who won't sleep if Facebook is
available.  They do everything except SMS via WiFi on their phones.

I "solved" this by implementing a white-list of WiFi devices on my
wireless router (D-Link DIR-601).  The router is configured as normally
open.  The router has a feature allowing you to establish schedules and
to use those schedules to establish access control via MAC
identification.  In my case, only the MACs for my equipment and my wifes
equipment are permitted after 11pm.

It would be trivial to get around this via MAC spoofing or possibly even
DNS spoofing the time server ... but my kids aren't up to that (yet).

Most routers also have a "website filter" feature.  Depending on the
router you *may* be able to configure this for time-based and/or MAC/IP
based access control.

Don't forget that most game consoles include a web browser, so if you're
MAC or IP filtering that could also be a way around a restriction.
