I guess it's semantics.  Red Hat (and others) paid Microsoft the $99 one-time 
fee to have their PE binaries signed with a Verisign certificate.  Shim is used 
to intercept the boot loader, pass the certificate check with the signed 
binaries, then execute the boot loader which may or may not load a signed 
kernel.  I call that a hack since there's no way to open source a signed binary 
and Windows can just boot straight from its boot loader without jumping through 
any hoops.
