The State Operations Manual (Pub 7), specifically Appendix P and PP, contains the instructions to surveyors for the survey process, including the OBRA regulations and guidance to surveyors.  The Long Term Care Facilities Manual is the MDS automation manual.

The best way I've found to get around in the manual is to download the PDF version and use the PDF search function using key words.  You do need to know the general contents of each chapter, so you can determine which chapter to search, since you can search only one chapter at a time.

To use the search function, click on the binoculars icon at the top of the screen, left of center.  It will open a window in which you can type the key word, and then click "find."  To continue to search for the key word, click "find again" as often as you need to until you find what you're looking for.  It doesn't take too long before you get pretty good at selecting specific key words that take you where you want to go.
