This is a bit of a mystery! You could call the PRI hotline at 212-213-8186; maybe they could help.
I checked out our scores; the residents who show up as "phya2" show a rate of .55. I have an old rate sheet (no date but it goes back at least 4 years) that shows a PA as .44. Perhaps there is a PA1 and PA2 now and the .44 goes with a "phya1" and the .55 goes with a "phya2"? We have not had any problems with the state regarding the rate structure. The rate multipliers we use all match the ones listed by the other respondant.
