The PRI is a New York State Medicaid assessment tool!  The rules differ from those on the MDS.
 
For the PRI, the rules state that "A visit qualifies whether it is on-site or off-site, as long as the patient is not an inpatient in a hospital/other facility."  If you have documentation that the resident was examined by an MD,  NP, or PA and the visit was for an unstable condition you can count it. These qualifiers are almost certainly met with an ER visit!

By the way, it will help the non-New York people if you include a reference to NY in your subject line.  I believe NY is the only state that uses the PRI, so most of the listserve participants do not know what it is!
