According to the 2003 & 2004 ICD-9CM code manual in section V there are some
codes that can be used as the primary diagnoses. At the bottom of the page
the legend indicate which V codes can be used as Primary  diagnoses.   Also
an article that appeared in the Post acute Payment Report in Aug 2002,
titled "ICD-9 coing update on the way: Get ready now" contains information
on some V codes that  can be used as Primary diagnoses. There are a number
of new V codes, i.e  Orthopedic aftercare section starting with V54.
However, the Intermediaries have the final say if they accept the V codes as
primary & secondary diagnoses.  Good Luck.
