Now, see, if the instructions in the MDS were nice and consistent from one section to another, you could apply the rules for chewing/swallowing problem to this and say yes.
 
However, consistency certainly not being the case, and especially since dehydration is a sentinel event, I would consider that  by intervening as ordered, with the IV fluids, you are preventing the problem from happening, and therefore I would not code for dehydration.

I know this has been asked before but as usual you never keep the stuff you need.  I have a resident that is in a long term bed on continuous IV fluids.  This is because she does not take in enough orally.  Without the fluids she would be dehydrated.  With the fluids she is not.  Question: Do I code her with dehydration or not?
