Up here, (Michigan), there isn't a regulation, but there are facility policies & procedures.  Some places insist all transfers occur w/ transfer belts, and have one for every room or even every pt. kept in the bathroom.  Others give a belt to each CNA.  Other places suggest you use a belt, but state you have to buy your own.  Etc., Etc.,  In practice, most of the formal rehab places usually use belts, and maybe 40% of the SNF's do.  It is a good practice.
