The V58.42 can be used as the principle diagnosis  followed by personal
history of  CA of the breast. However, you did not mention that the
Mastectomy was secondary to CA of the breast.  The note at the bottom of the
page states" These V codes are acceptable as principal diagnosis when
accompanied by a diagnosis of personal history  of malignancy.  In this case
it would be V10.3.            If the mastectomy was non-malignancy, it
would be aftercare following  surgery of the skin and subcutanenous tissue.
680-709 - Breast is in the 680.2 code.

140-239.  Then I located 174.8 and 174.9, whichever is most applicable.  V
codes are aftercare codes and can-sometimes-be the main/first ICD-9 code
used for billing for Medicare A coverage.  Looking at V58.49, "Other
specified aftercare following surgery", I'm wondering if these codes would
work:  174.8 (or 174.9, whichever is best); V58.42; and, V58.49.  I am not a
coding expert, but I offer this to you.

                                ICD 9 Codes are for medical diagnoses, not
procedure codes. You are describing a medical procedure.  You could code for
seroma (or whatever, the MD called the fluid collection that necessitated
the aspiration)  but there is no need (that I am aware of) to code the
