projected PT min w/early discharge

Looking for a regulation or standard for this scenario:            Skilled therapies projects a high rehab RUG for 5 day.         Patient is discharged on 3rd or 4th day.         Actual minutes don't come anywhere near projection.    Opinions welcome as well as direction to regulation or standard.   Thanks in advance.
