If it's a Medicare A resident readmitted w/o a significant change in
condition, you can just the the PPS 5-day & 14 day.  However, if you have a
sig. change, you need to do the whole ball game all over again.  The test,
essentially, is "Do the care plans we had still match the patient we had
before?"  If the answer is yes, don't worry about doing the significant
change.  If no, you start from scratch w/ another 5 day.
