Several thoughts..........
1. being able to take time off at the holidays could be considered a reward for long-term employees - for being faithful (maybe combined with something like - not having called in sick or missed work for the past ____ months) eg - You earned the prviledge of being off during the holidays by staying with us and by not calling off from December through November (this gives you scheduling time - or use whatever months work for you)
2. Rotate it - if you had off at holidays last year - then this year it is someone else's turn, and you can do it again next year (This could be combined with the above so that long term employees & those who don't call off rotate - again so the greatest number get the opportunity every other year)
3. for those who don't take off duing the holidays..... they get first choice at other highly requested times - such as end of August/beginning of September, Thanksgiving, May, etc....)
I'm sure there are many other creative solutions as well
